DescriptionManuscript on paper. Addressed to Miss Ruth L. Hayward/ Primary School Tramp Loeks [Swamp locks?]/ Lowell. "Miss Ruth S. Hayward: The law requires that every teacher of a town or district school shall obtain of the school committee of such town or district a certificate in duplicate of her or his qualifications one of which shall be filed with the town treasurer before payment is made to said teacher--Agreeably to the requirements of this law. I herein enclose you a certificate of your qualifications--A duplicate of the same I have filed with the treasurer. Very respectfully yours, Jacob Robins Secretary of School Commitee."
